THE CONTRIBUTION OF PRODUCTIVE ECONOMY CAPITAL TO INCREASE OF POOR AND NEEDY INCOME IN GORONTALO PROVINCE

Stupidity and backwardness cause of incidence poorness are civilization enemy of man along the length of epoch. Various efforts done to wipe out or minimum lessens poorness number. Globally this thing written in one Millennium Development Goal's. In Indonesia, written in National Development Program (Propenas) then is formulated is finite to level of area.The Government Province of Gorontalo through Social Welfare Department executes program to solve poorness and enableness of public is area by 5 category that is group of Poor and Needy (Fakir Miskin), Social Rehabilitation, Family Enableness, Victim Acts Hardness and Migran Worker. Help is given in the form of capital goods for productive effort to Head of Family (Kepala Keluarga) Poor and Needy merged into by Group Of Business Together ( KUBE). This program started since the year 2002 by giving help to group of business with so-called KUBE and since the year 2006 for a few category, help is given shall no longer in group of business but to individual.Based on the government program is writer feels interesting to do research to know contribution of vesting of legal capital help Economy Productive Effort to improvement of earnings of Poor and Needy. For the purpose is done descriptive analysis continued with regression analysis, correlation and determination.During the year 2003 – 2006 legal capital helps UEP which has been channeled is a number of 70,17 billion rupiahs passed to 1366 Poor and Needy KUBE. Every KUBE receives help with the range of 14 -217 million or 1,4 - 21,7 million per member of cluster. With help of the already happened improvement at earnings every member of group of between 19 - 550 thousand rupiahs or average of increasing 230 thousand rupiahs per month.Result of regression is obtained Ϋ = 146495,662 + 0,006X. Coefficient a = 146495,662 showed number of earning every member of Poor and Needy KUBE at the time of doesn't obtain help UEP is 146495,662 rupiahs. Coefficient b = 0,006 mean every existence of improvement of 1 million relief fund rupiahs UEP given hence there will be improvement of earnings of Poor and Needy 0,006 times or equal to 6 thousand rupiahs from initially with Probability Value 0,012. Correlation coefficient is obtained by R = 0,392 mean that between relief fund variables UEP with Income rate of Poor and Needy variable has positive weak relationship. When relief fund UEP is improved by hence there will be increase at improvement of earnings of Poor and Needy in Gorontalo Province, that way on the contrary. Coefficient Of Determination R2 = 0,154 showed that Relief Fund UEP can explain rising variance lowering of improvement variable of earnings of Poor and Needy in Gorontalo Province equal to 15,4 % and 84,6 % explained by other variable of which is not partaken observed in this research. This means that influence and or multiplier from grants UEP to improvement of earnings of Poor and Needy is significant at confidence level 95% so that inferential that vesting of legal capital help UEP has given positive contribution to improvement of earnings of Poor and Needy in Gorontalo Province.
